They are signalling it (or, at least, John Ivison for the National Post).

That’s been their tactic for a year: Signal (as of opinion: Should we do X?), then starting rumours (quarantine camp!), then denying the rumours (Don’t worry, there won’t be camps!), then passing it as law. Modus Operantis of this communist takeover.

The only way to really break the supply chain in Canada is by cutting off our cargo capacity of domestic flight.
